A device and a method for providing a real-time mini motion service(alarm service by character motion in a PC or a mobile terminal), or are provided to inform a user of a message, a post, and a note generated from each service in real-time by integrally managing web services and a mobile terminal in a character floated in wallpaper of the device, and enable the user to connect to each service by using the character. A character server(103) transmits/installs an agent program to a member PC or mobile terminal(101,102), and provides a Flash-based character floated in wallpaper of the member PC or mobile terminal. A relay server(104) transmits an event and a motion control value corresponding to the event to the member PC or mobile terminal when the event such as a new post and note, an SMS(Short Message Service), and an MMS(Multimedia Messaging Service) occurs in websites registered by a member or the member mobile terminal. The character performs web surfing by string URLs(Uniform Resource Locator) and opening a web browser when the URL is selected. The character is displayed on the top layer among contents activated in the member PC or mobile terminal.
