PROBLEM TO BE SOLVED: To provide a cleaning device having a cleaning blade which is not turned up, and to provide an image forming apparatus. SOLUTION: The cleaning device is the one which transfers the toner image of an image carrier to an object to be transferred and then, removes residual toner remaining on the image carrier, to recover the residual toner into a recovery section, wherein the device includes: the cleaning blade whose edge portion is pressed against and comes into contact with the image carrier by a counter system and which is composed of an elastic body having a length longer than that in the width direction of the image carrier; a cleaning blade holder holding the cleaning blade; and a back pad member which is provided in contact with the surface facing the extension surface of the image carrying surface of the image carrier, of both end portions not coming into contact with the image carrier, of the cleaning blade.
