PROBLEM TO BE SOLVED: To prevent unauthorized use of a computer by enabling a registered authorizer to authorize start of the computer and delete data even from a remote place.

SOLUTION: When starting the computer 7, a communication function part 4 communicates with a preliminarily registered authorizer, and when start-up is permitted by code input from the authorizer, the computer 7 is started. When data deletion is requested, a data deletion function part 10 deletes the data in the computer 7.
