PROBLEM TO BE SOLVED: To provide a monitoring system automatically monitoring failures of a power receiving/transforming device with simple structure even when a communication system connecting each substation and a monitoring center fails. SOLUTION: A first direct telephone set 3a is disposed at a power supply control site 200a. A monitoring device 3a is installed at the substation 300a and connected to the first direct telephone set 3a through a twisted pair cable 8a. A monitoring device 2a short-circuits the twisted pair cable 8a according to an abnormal signal indicating the failures of the power receiving/transforming device 1a of the substation 300a.
