An image processing device and its image processing method are provided to provide improved edges of a divided image and selectively use sub-sampling according to characteristics of an input image. A dividing unit(130) converts the first image of the first resolution into the second image of the second resolution, divides the second image of the second resolution into at least one block of a binary mask region with a foreground and a background, and converts the second divided image into the third image of the third resolution. The first resolution is the same as the third resolution. The second resolution is lower than at least one of the first and third resolutions. The dividing unit converts the second divided image into the third image of the third resolution by using the first image of the first resolution.
