An apparatus for forming a torsion beam of a vehicle and a method thereof are provided to improve productivity by reducing working time for forming the torsion beam while minimizing the occurrence of stress concentration. An apparatus for forming a torsion beam of a vehicle comprises upper and lower molds(51,52), a die holder(53) fixed on the lower mold and having a die grove(53a), which is formed at the inside of the die holder to longitudinally extends along the lower mold, a sub-cushion plate(54) installed on the lower mold, and first and second forming units(60,70). The first forming unit is formed at the upper and lower molds and the die groove in order to press both distal ends of a cylindrical pipe(55), which is disposed between the upper and lower molds, into an orbital shaped distal end of a torsion beam when the upper mold is descended.
