PROBLEM TO BE SOLVED: To provide a fluid bearing device and a spindle motor for preventing coating failure and omission in production while assuring an oil repellent coating by visual confirmation; uniformly dispersing the coloring materials of a fluorescent oil repellent into the oil repellent; maintaining uniform and clear light emission under UV irradiation without being sublimed and vaporized after heating to over 100°C; and preventing contamination on the surface of a disc. SOLUTION: These fluid bearing device and spindle motor are formed with an oil repellent film in which fluoropolymer having a perfluoro-alkyl group and at least one kind of the coloring materials having a specific structure are added to the surface of a shaft member and/or a sleeve member in order to prevent dispersion of lubricating oil.
