<P>PROBLEM TO BE SOLVED: To provide a video information data distribution system capable of efficiently storing and distributing ciphered monitor video information of high secrecy. <P>SOLUTION: In the system which distributes video information data obtained from an imaging device to a mobile terminal with a ciphering function of a specified user through a communication line, the mobile terminal 109 can set a security level according to the importance of the video information data generated by the attached imaging device. Once the imaging device generates the video information data, the mobile terminal 109 displays a setting picture for security level, discriminates whether ciphering processing units of respective layers is placed in operation according to the level setting when the security level is set, and ciphers the video information data according to the discrimination result and transmits the data to a video information storing and distributing device 115.
