PROBLEM TO BE SOLVED: To provide a tunnel construction method which hardly puts restrictions on a process. SOLUTION: This master-slave shield machine 1 comprises a master shield machine 4 and a slave shield machine 2; the master shield machine 4 has a fan-shaped cutter 11a; and the slave shield machine 2 has a fan-shaped cutter 11b. The fan-shaped cutters 11a and 11b are connected together by means of a connecting plate 13, so as to be formed into a circular cutter 11. The master-slave shield machine 1 makes the circular cutter 11 excavate a circular-cross-section tunnel when the master shield machine 4 and the slave shield machine 2 integrally excavate natural ground, and makes the fan-shaped cutter 11b excavate a fan-shaped-cross-section tunnel when the slave shield machine 2 is separated from the master shield machine 4.
