A method of implementing call establishment includes the following steps of: the first call controlling network element receiving a call request (101); the first call controlling network element determining the address of the second call controlling network element, based on the information previously stored by itself (102); the first call controlling network element connecting the call to the second call controlling network element, based on the determined address above (103). The present invention also discloses a system and apparatus of implementing call establishment. The scheme of the present invention has omitted the complex addressing procedure of the first call controlling network element to the second call controlling network element and simplified the call establishment procedure.
