A controlled and natural source electromagnetic device for a subsurface survey is provided to obtain information of physical properties of a subsurface medium by obtaining electrical resistivity through measurement of an electric field and a magnetic field of a secondary electromagnetic field. A controlled and natural source electromagnetic device for a subsurface survey includes a transmission unit(10), a receiving unit(30), and a central processing unit(50). The transmission unit generates a primary electromagnetic filed to transmits to the underground. The receiving unit measures intensity and a phase of a secondary electromagnetic field by an induced current generated when the primary electromagnetic field encounters a subsurface medium as a conductor. The central processing device compares the intensity and the phases of the primary electromagnetic field and the second electromagnetic field and analyzes a structure, distribution, and a physical property of a soil, a subsoil, and a rock mass.
