An estimation encoding and decoding method of an image and an apparatus thereof are provided to reduce a bit amount produced during decoding by determining a motion vector to be used in a motion compensation of a current block. An estimation encoding method of an image includes: performing a motion estimation using an ambient region of a current block to be encoded to determine a motion vector indicating a corresponding region of a reference frame similar to the ambient region(310); acquiring an estimation value of the current block from the reference frame using the motion vector of the ambient region(320); and decoding the acquired estimation block of the current block and a difference value of the current block(330).
