PROBLEM TO BE SOLVED: To provide a grooving rotary cutter which makes a covering material mountable on a skeleton without direct nailing thereof at a terminal end of a connection row of the covering materials, and to provide a grooving device and a covering material mounting method. SOLUTION: The rotary cutter 14 is formed such that at least one lateral side of a cross-sectional shape obtained by radially cutting a rotary trajectory of a blade portion 22, is inclined with respect to a rotary surface as an inclined side. Then only by pressing the rotary cutter 14 to an end face 13 of the covering material 1 cut into a necessary size, a mounting groove having an inclined side surface can be formed. The covering material grooving device 15 on which the rotary cutter 14 is mounted, has formed thereon an end face guide surface 25 and a rear face guide surface 27a which are slidably abutted on an end face 13 and a rear face 1a of the covering material 1. Then a groove engaging portion of a mounting fitting is engaged with a portion of the covering material 1, on one side of the mounting groove close to the rear face 1a, and by mounting the mounting fitting on a skeleton member, the covering material 1 is mounted on a building via the mounting fitting.
