<P>PROBLEM TO BE SOLVED: To create a design area in a predetermined area of a two-dimensional code and to provide a two-dimensional code that is surely read even if a given design is formed in the design area. <P>SOLUTION: A line of inverse transform bits 44 obtained by inversely transforming a line of bits that forms an area read as a single value in the two-dimensional code is calculated. The line of inverse transform bits 44 is transformed according to information on the format of the two-dimensional code to create a two-dimensional code so as to create a special two-dimensional code SC having a design area 33.
