An apparatus and a method for encoding and decoding audio signals are provided to code additional base vector components by determining the transmission of the additional base vector components based on coding rates. At least one sine wave is detected from audio signals which are inputted(501). Additional base vector components are calculated using the rest audio signals and an additional base vector of the sin wave(502). It is determined whether or not the additional base vector components are transmitted(503). When the additional base vector components are transmitted, frequency, phase, and/or amplitude of the sine wave and the additional base vector components are coded. The rest audio signals are audio signals except sine waves detected from the inputted audio signals.
