PROBLEM TO BE SOLVED: To provide an endless belt which contributes to the formation of a high-quality image, and to provide an image forming apparatus which can form the high-quality image. SOLUTION: In the endless belt 1, a difference (logρs<SB>10</SB>-logρs<SB>30</SB>) between a common logarithm value (logρs<SB>10</SB>) of a surface resistivity (ρs<SB>10</SB>) measured after a lapse of 10 seconds from the voltage application and a common logarithm value (logρs<SB>30</SB>) of the surface resistivity (ρs<SB>30</SB>) measured after a lapse of 30 seconds from the voltage application is≤0.20 as an absolute value.
