PROBLEM TO BE SOLVED: To provide toner which is satisfactory in removability, will not soil photoreceptor or a charging member during development and can satisfy both the hot storage resistance and low-temperature fixability because a core-shell structure toner, having a uniform shell in which a release agent exists at a position that, however, is close to the surface of the toner particle inside the toner particles but not on the surface can be made, and to provide a method for manufacturing the toner, an image forming method and an image forming apparatus that uses the toner. SOLUTION: In the toner for electrostatic latent image development obtained by covering nuclear particles containing at least resin, a release agent and a colorant with a resin layer, the nuclear particles are formed by aggregating at least resin particles, release agent particles and colorant particles in an aqueous medium, and the covering resin layer is formed by carrying out seed polymerization of a vinyl monomer on the nuclear particle.
