The present invention relates to a wear leveling of a flash memory. An apparatus for mapping a flash memory, the apparatus including: fewer counters than a number of physical blocks of the flash memory; and a control unit which changes a value of at least one counter of the counters in response to an erase command with respect to at least one physical block of the physical blocks of the flash memory, and maps the at least one physical block of the physical blocks to a logical block based on the values of the counters.
