<P>PROBLEM TO BE SOLVED: To provide a traffic control light emitting three colors with three lamps, such as a traffic light, having a round outer shape and recognizable by people with defective color vision; wherein the light is reduced size and weight as one unit, thus reducing construction costs, and reducing damage caused by weather and earthquakes; to surely provide traffic regulation or the like to all the people, thus preventing false recognition, and increasing traffic safety. <P>SOLUTION: Two colors of single-color LEDs are used. The bulbs of the LEDs of different colors are arranged consecutively on one base. These lines are arranged alternately to form a round outer shape. A collective surface of a determined shape that can blink independently as another wiring system is created therein to be turned off or blinked by darkening, while the lamps of the different colors are on, so that instructions as a regulation sign light can be notified by the shape and the blinking to even the people with defective color vision. Basically, the different colors and shapes blink with the same meaning.
