PROBLEM TO BE SOLVED: To obtain an optimum noise removing effect on any video signal by obtaining the amount of noise included in a real video signal, and also to obtain an excellent noise removing effect by reducing harmful effects such as tailing and an afterimage. SOLUTION: A noise removing device has: a motion difference detecting means 50 of outputting a motion difference signal representing motion of a video signal included in a frame difference of the video signal; a frame noise extracting means 39 of extracting only a noise component from the frame difference and the motion difference signal by removing a motion part of the frame difference and outputting the noise component by frames; a noise amount converting means 38 of converting the frame noise extraction result into a noise amount and outputting it; a noise removal processing control means 40 of generating a control signal for controlling the extent of noise removal according to the noise amount; and a noise removing means of performing the noise removal processing by varying a coefficient for determining the extent of the noise removal according to the control signal.
