PROBLEM TO BE SOLVED: To reduce the cost and improve performance of an internal combustion engine by setting large a clearance between an opening cam and closing cam, and an inlet valve and exhaust valve side within a predetermined range of a cam rotation angle. SOLUTION: A no-load curve 331 on a basic valve lift curve 301 of the opening cam which does not slide with a follower for operating the inlet valve and exhaust vale, and no-load curves 332, 333 on a basic valve lift curve 306 of the closing cam are offset to a side separating from other basic valve lift curve, and center curve 206 and end part curves 216, 218 of a no-load part are set. Cam profiles of the opening cam and closing cam are set on the basis of a normal valve lift curve 201 which connects the center curve 206 and remaining first ramp curve 202 and second ramp curve 204 with connection curves 207, 208, and a normal valve lift curve 211 which connects the end part curves 216, 218 and a remaining large lift curve 213 with connection curves 217, 219.
