PROBLEM TO BE SOLVED: To provide a tip forming device capable of preventing erroneous assembling of a first grinding wheel and a second grinding wheel on a first rotary spindle and a second rotary spindle. SOLUTION: In this tip forming device provided with the first grinding wheel for machining a first side face of a tip and the second grinding wheel for machining a second side face of the tip, a first fit-in regulation means for regulating fit-in of the second grinding wheel is provided in a first grinding wheel supporting part for supporting the first grinding wheel in a first grinding wheel mounting member for mounting the first grinding wheel on the first rotary spindle, and a second fit-in regulation means for regulating fit-in of the first grinding wheel is provided in a second grinding wheel supporting part for supporting the second grinding wheel in a second grinding wheel mounting member for mounting the second grinding wheel on the second rotary spindle.
