PROBLEM TO BE SOLVED: To provide a liquid droplet spray device that can be expected to have a Kelvin effect. SOLUTION: The liquid droplet spray device for spraying liquid comprises: a housing equipped with a first substrate, a second substrate and a space to hold the liquid, the second substrate being stacked on the first substrate; a means for supplying the space with the liquid; an outlet means located in at least one of the first substrate and the second substrate, an output channel of which connects the space with each of one or more outlet nozzles; and a vibrating element installed for vibrating the liquid in the space in order to spray the liquid through the outlet nozzles.
