A method and a system for providing an interactive voice response service by using an internet phone are provided to enable a user to construct a wanted scenario and to change the scenario frequently. A method for providing an interactive voice response service comprises the following several steps. A receiver terminal executes an internet phone program(S10), and the internet phone program accesses a web page provided by a service provider and a web server checks whether a user has a member account(S20). The user constructs a scenario which can provide the interactive voice response service(S30). If a sender terminal requests an internet phone call connection to the receiver terminal over the internet, a call is connected between the sender terminal and the receiver terminal via a connected channel(S40). A basic scenario like a greeting or a voice or video guidance starts(S50). If the sender operates the sender terminal according to the voice or video guidance, the sender terminal sends DTMF(Dual Tone Multi Frequency) tone to the receiver terminal, and the sender progresses a wanted scenario among the scenarios stored at the receiver terminal(S60).
