<p><P>PROBLEM TO BE SOLVED: To provide an easy-to-produce heat insulating material for very low temperatures usable in a very low temperature substance such as LNG, and having a larger heat insulating effect than conventional one, and its manufacturing method. <P>SOLUTION: The heat insulating material is formed by a tabular core material 3 obtained by molding glass wool, and a skin material 2 covering the core material. The core material becomes a solid state at a using temperature, and substitution is carried out to an interior by filler gas.
