PROBLEM TO BE SOLVED: To provide a method and a device for controlling a radio network, avoiding a converging state by suppressing handover requests, when a portable base station is moving. SOLUTION: When position information is received from the portable base station (MBS), the rejection of the handover between the portable base station and other base stations (BSs) is decided, based on the position information and preset handover information corresponding to an area. When it is determined that the handover is possible, information on a peripheral cell allowing the handover to other base stations (BSs) is notified to a mobile UE1 using the cell of the portable base station (MBS), based on the information of a busy cell for each mobile, or the information of the peripheral cell, allowing the handover to the portable base station (MBS) is notified to the mobile, by using a base station cell to which the portable base station moves.
