PROBLEM TO BE SOLVED: To provide a chemical filter having no increase of pressure loss or no degradation of an ion exchange function, and its manufacturing method. SOLUTION: Resin powder 6 to be molten by heating is attached only to a base material surface having a three-dimensional mesh-like frame structure, then the resin powder 6 is molten to form a resin molten film 7, and an absorbent 3 is attached to the resin molten film 7. Thereafter, the resin molten film 7 is solidified, the absorbent 3 is fixed, and the absorbent 3 is attached through an adhesive layer 2 formed only on the base material surface to a base material 1 having the three-dimensional mesh-like frame structure to obtain the chemical filter.
