<P>PROBLEM TO BE SOLVED: To obtain a forming method of a rubber seal member for a fuel cell capable of preventing gas leakage from the rubber seal member to constitute the fuel cell and capable of applying a uniform pressure throughout the rubber seal member. <P>SOLUTION: Rubber solution 9' is coated on the periphery part of a separator 5 by a screen printing method using a metal mask plate, and by bridging, a base layer 9a integrated with the separator 5 is formed. Thereafter, rubber solution 9" having a lower viscosity than the base layer 9a is coated on the surface of the base layer 9a having recessed parts 91 on the surface by the screen printing method, and a smoothed layer 9b is formed.
