<P>PROBLEM TO BE SOLVED: To provide advertisement information that matches the interests of a user, while eliminating the need for the user to make efforts to search for banners or store pages corresponding to a commodity that he wants to purchase. <P>SOLUTION: In an information providing device 10 for providing information in response to a request from a user terminal, an image dictionary creating device 20 has a content obtaining part for receiving animation composed of a plurality of overall images (frames), a partial image obtaining part for extracting partial images that constitute the overall images, and a feature imparting part for creating feature information by analyzing the partial images. A motion information imparting device 60 has a motion extracting part for extracting the motion vectors of the partial images, and a motion evaluating part for determining the time-based positions of the overall images in the animation that contain the partial images, and determining the time during which the partial images exist in succession, based on the motion vectors.
