PROBLEM TO BE SOLVED: To provide a shift controller enhanced in control responsiveness of a gear ratio. SOLUTION: The shift controller finds a control amount to be used when a gear ratio between an input rotation speed and an output rotation speed of a transmission is controlled, and has: a requirement determination means for determining a requirement degree of a variation speed of the gear ratio (step S11); and a control amount calculation means for determining the control amount by separately using first feedback control and second feedback control based on the requirement degree of the variation speed of the gear ratio (step S12). In the first feedback control, control for reducing deviation of a target gear ratio and an actual gear ratio, based on the deviation of the target gear ratio and the actual gear ratio is included, and in the second feedback control, control for reducing deviation of a target variation speed of the gear ratio and an actual variation speed of the gear ratio, based on the deviation of the target variation speed of the gear ratio and the actual variation speed of the gear ratio, is included.
