PROBLEM TO BE SOLVED: To provide a forming method of a same-level dielectric on a substrate of a plasma display panel and provide a device for the same. SOLUTION: The manufacturing method of a plasma display panel includes a step in which a first substrate provided with an address electrode, a dielectric and barrier ribs is prepared, a step in which a first dielectric is coated on a second substrate provided with a sustaining electrode pair, a step in which a second dielectric is coated on the first dielectric in a same-level structure by using a dispenser having an injector of a reversed trapezoid shape on its nozzle, a step in which the first dielectric and the second dielectric are dried and calcined, a step in which a protecting film is formed on the first dielectric and the second dielectric and a step in which the first substrate and the second substrate are bonded together.
