PROBLEM TO BE SOLVED: To provide an encrypting device and decrypting device having high security while reducing a calculation amount used for encryption and decryption. SOLUTION: Encryption processing is applied to a local portion in a packet with distribution information described. Further, the position or size of an area where a local portion exists can be changed. Information about a local portion of the area where encryption processing is performed in a received encrypted packet and decryption key on the basis of identification information of the encrypted packet are acquired, and a local portion of the area is decrypted on the basis of the acquired information.
