PROBLEM TO BE SOLVED: To accurately detect a moving object in an image picked up by an imaging apparatus such as a camera based on the image regardless of which direction the imaging apparatus has moved in. SOLUTION: This moving object detection device 11 comprises: a spatial-temporal image creation part 12 for creating a spatial-temporal image 20 with respect to predetermined feature quantities from a dynamic image picked up by the camera; a reference trajectory determination part 13 for determining a reference trajectory K1 being a trajectory K of a static object S optionally selected as a land mark in the dynamic image from the trajectory of the predetermined site of an object appearing in the spatial-temporal image 20; and a moving object judgement part 14 for judging whether or not the trajectory of the reference trajectory K is the moving object M by comparing the reference trajectory K with the other trajectory K in the spatial-temporal image 20. Even when the camera C moves at an optional speed in an optional direction, the moving object detection device 11 can detect the moving object M in the dynamic image picked up by the camera C from the dynamic image.
