<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming system capable of preventing, by a simpler operation, paid fee from being used by other users. <P>SOLUTION: A communication control part 19 acquires unique information of each portable phone 4. An identification information management part 16 issues identification information for every piece of unique information. The communication control part 19 transmits each piece of the identification information to each portable phone 4. Accordingly, each user of the portable phones 4 inputs the identification information by an input part 14. The communication control part 19 receives the unique information upon receiving an access from a portable phone 4-1. The identification information management part 16 determines whether or not a portable phone 4 in which the unique information received by the communication control part 19 is set matches a portable phone 4 corresponding to the input identification information.
