A method, a device, and a system for performing DRM(Digital Rights Management) are provided to prevent a user from using contents unlimitedly without reporting contents usage by restricting contents use based on contents usage report restriction information when the user does not report the contents usage. A policy information storing part(145) stores policy information including contents usage report restriction information, and measuring or reporting contents usage. A DRM agent(125) restricts contents use according to the contents usage report restriction information when the contents usage is not reported. The policy information is received from a service providing server(110), and a user interface(135) receives agreement for the received policy information from a user. A transceiver(155) transmits a message for registering a device when the agreement for the received policy information is received. The contents use report restriction information is a predetermined time and use count, and the DRM agent restricts the contents use when the report is not received for the predetermined time or until the contents are used as much as the predetermined use count.
