PROBLEM TO BE SOLVED: To provide technology for detecting an accurate received signal level while maintaining the acceleration of cell search.

SOLUTION: This receiving level detection circuit is provided with: an inversely diffusing part 109 for inversely diffusing a received signal and outputting a ratio of a desired wave receiving level and an interference wave receiving level; an RSSI detecting part 121 for detecting an RSSI value from the received signal; a level comparison circuit part 129 for determining whether the RSSI value is equal to a predetermined threshold 127 or below; and a control circuit part 133 for selecting a cell as a communication channel on the basis of a ratio 117 between the interference receiving level outputted from the inversely diffusing part 109 and the desired wave receiving level when the level comparison circuit part 129 determines that the RSSI value is equal to the predetermined threshold 127 or below, and selecting a cell as a communication channel on the basis of the RSSI value when the level comparison circuit part 129 determines that the RSSI value exceeds the predetermined threshold 127.
