A picker cylinder apparatus is provided to prevent a chip component from being damaged by cushioning an impact from over press of a nozzle on the chip component. An air suction tube guide groove and a cylinder chamber are provided in a cylinder body. An air suction tube(20) is implemented inside the air suction guide groove and provides chip component pick-up air to a tail side. A picker nozzle is mounted in a head portion of the air suction tube. A piston rod(31) is mounted inside the cylinder chamber and integrated with the air suction tube according to a reciprocal movement of the piston rod. A plate(50) is fixed at the head portion of the air suction tube. The plate is coupled with the head portion of the piston rod. The head portion of the piston rod penetrates a spring damper portion inside the plate. Bushings are mounted at both sides of the spring damper portion. A snap ring is mounted on the bushing, such that the bushing is inserted into the plate. After a coupling bolt is mounted on the other bushing, a spring is inserted and the washer and the snap ring are mounted on the other bushing.
