A secondary battery deterioration judging device is provided with an over discharge detecting section for detecting over discharge of a secondary battery of which deterioration is to be judged; a computing section which integrates a value to indicate deterioration of the secondary battery while the over discharge is being detected by the over discharge detecting section; and a judging section for judging the deterioration state of the secondary battery based on the value integrated by the computing section.
