<p><P>PROBLEM TO BE SOLVED: To form an image in a good quality by transferring a special code by a suitable transfer timing in an image forming apparatus and an image forming method wherein a toner image is formed by transferring video data by serial transfer. <P>SOLUTION: A period Tk for serially transferring the special code SC is set to be a non integral multiple to a data request period Ta. Dots corresponding to the special code are mutually separated in the toner image formed on a transfer belt. Decrease of the image quality caused by the special code corresponding dot Dsc can be effectively suppressed accordingly. Moreover, an image data memory is refreshed by a request signal used as a trigger, thereby surely preventing excessive special code corresponding dots from being formed.
