PROBLEM TO BE SOLVED: To provide a thin inexpensive polarization conversion element and a polarization conversion device capable of controlling polarization conversion. SOLUTION: The polarization conversion element includes a lens array layer 7 having a function of splitting incident light into a first polarization component and a second polarization component and a function of condensing at least one polarization component among the above polarization components, and a polarization conversion layer 6 in which a polarization rotating region and a polarization non-rotating region are periodically formed, wherein the lens array layer 7 comprises a pair of substrates, an electrode disposed on at least one of the pair of substrates and capable of applying an electric field between the pair of substrates, and a liquid crystal 8 disposed between the pair of substrates and capable of controlling the distribution of refractive index by the electric field applied by the electrode.
