PROBLEM TO BE SOLVED: To provide a method and a device for improving the control channel reduction function of a CPC (the continuous continuity of a packet) in the user terminal of a radio communication system to prevent a system error. SOLUTION: The method includes: a step for starting the control channel reduction function, based on a function state variable value; and a step for redetermining the function state variable value when a cell update process is started and executing the corresponding operation. The control channel reduction function prohibits the transmission of a related control signal in a control channel corresponding to an HARQ process when first transmission corresponding to a transport block is executed in the HARQ process.
