PROBLEM TO BE SOLVED: To refine molten iron or molten steel and simultaneously, efficiently melt the metal stuck onto the inner wall of a converter-type refining furnace, when the molten iron or the molten steel is refined by supplying oxygen from a top-blowing lance. SOLUTION: When the molten iron or the molten steel is refined while supplying oxygen into the molten iron 8 or the molten steel charged into the converter-type refining furnace by using the top-blowing lance 2 having a main hole nozzle for blowing in the vertical lower direction or the inclined lower direction at the tip end part and having sub-hole nozzles 16 in the horizontal or the inclined lower direction on the side surface of the upper positional side surface of the upper blowing lance by separating a prescribed interval from the tip end part, the oxygen is supplied by controlling so that the horizontal directional distance (X<SB>0</SB>×sinθ) from the sub-nozzle outlet to the position where the center flowing speed of oxygen spouting flow spouted from the sub-hole nozzle is reduced to 30 m/s, becomes in the range of 0.10-0.75 of the distance (H) from the top blowing lance center to the side wall of the converter-type refining furnace.
