PROBLEM TO BE SOLVED: To provide polyester fiber used for a brush or writing brush, which is capable of obtaining a brush or writing brush with excellent application property, and a method of easily manufacturing the polyester fiber. SOLUTION: The polyester fiber used for the brush or writing brush with a tapered end in the end direction has micropores whose average length is 10 nm -10μm in the surface of the fiber at the end, and has a hydroxy group or carboxyl group on the surface of the fiber. The polyester fiber with the tapered end in the end direction is treated with plasma in a gas including at least either oxygen or argon to form the micropores having a size of 10 nm -10μm in the surface of the fiber at the end and generate a hydroxy group and a carboxyl group on the surface of the fiber.
