PROBLEM TO BE SOLVED: To solve the problem wherein, in conventional water-repelling treatment methods using chlorosilane-based water-repelling, oil-repelling and stainproofing chemical adsorbents, only non-aqueous organic solvents have been usable, and therefore, conventional treatment liquids are expensive and cannot be recommended also from the environmental viewpoint. SOLUTION: Provided is a water-repelling, oil-repelling and stainproofing liquid, being prepared by mixing together a compound mainly comprising a fluorocarbon group, a hydrocarbon group and an alkoxysilyl group, water and an alcohol and/or a surfactant, followed by dispersing these components using an ultrasonically dispersing machine.
