PROBLEM TO BE SOLVED: To extract an abnormal event from an image by image information processing, and accurately perform the determination of whether the cause of extraction is a person or not, the face confirmation of the person when the person is determined, and the determination of the degree of an abnormality.

SOLUTION: A sequence extraction part 103 divides an image in an image database 102 based on a predetermined reference. A characteristic vector extraction part 105 extracts a characteristic vector from the divided sequence. A face area detection part 106 detects a personal face in the divided sequence as a characteristic vector. A cluster constitution part 108 constitutes a cluster in a characteristic space constituted of a plurality of characteristic vectors extracted by the vector extraction part and the face area detection part, and calculates an evaluation value showing the index of the degree of shifting from the cluster for each characteristic vector.
