摘要 <p><P>PROBLEM TO BE SOLVED: To reduce power consumption by allocating appropriate operation frequency to processing parts for achieving CABAC of H. 264/AVC. <P>SOLUTION: A buffer part 305 which temporarily holds binarized data train is provided between a binarizing part 301 which binarizes input data to generate and output a binarized data train and binary arithmetic encoding part 304 which applies binary arithmetic encoding to the binarized data train. So, with no significant change depending on input data, a binary data which is to be encoded is output from the buffer part to the binary arithmetic encoding part at a fixed rate. Thus, the binary arithmetic encoding part is operated at the operation frequency which is lower than the operation frequency matched with the maximum bit length of the binarized data train outputted from the binarizing part, for a reduced power consumption. <P>COPYRIGHT: (C)2008,JPO&INPIT</p>
