<P>PROBLEM TO BE SOLVED: To provide an affiliation system for simplifying an operation from a portable telephone. <P>SOLUTION: A user reads a two-dimensional bar code printed on a poster shown in a store, and transmits empty mail to a host server 11. When the host server 11 transmits URL for initial issue by mail to the portable telephone 3, the user performs access to URL for initial issue from the portable telephone 3. The host server 11 issues a pseudo member number associated with the mail address of the portable telephone 3, and transmits it to the portable telephone 3. The user information filled in the application form 8 by the user and the pseudo member number read from the portable telephone 3 by the reader/writer 9, and printed out from the printer 10 are transmitted to the host server 11.
