PROBLEM TO BE SOLVED: To provide a liquid developer which keeps sufficient charging potential in development and transfer and can therefore form an image of good image density, and which can retain good cleaning property even in cleaning of non-transferred toner, and an image forming apparatus. SOLUTION: The liquid developer is so conditioned that charging potential satisfies preliminarily specified attenuation characteristics also in consideration of the apparatus conditions of an image forming apparatus.
