PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device capable of achieving avoidance of non-lighting, improvement of safety and improvement of convenience by urging lamp replacement by estimating the service life of a hot-cathode type discharge lamp at an early point to announce it; and a luminaire using it. SOLUTION: A waveform recording part 4 sequentially records currents I<SB>1</SB>and I<SB>2</SB>respectively flowing through electrodes A and B at both ends of a filament F1 of the discharge lamp FL, and waveform data of a voltage Vf between both the ends of the filament F1 in recognizable periods. A calculation part 5 calculates a parameter for estimating a dissipation state of an emitter from the waveform data recorded by the waveform recording part 4, and a determination part 7 estimates the lamp service life of the discharge lamp FL by the value of the parameter calculated by the calculation part 5.
