A base station device and a mobile terminal for improving frequency-utilization efficiency to realize high-speed communication. The base station device for performing radio communication with the mobile terminal forming a cell and being present in the cell comprises a determining means for determining the application of adaptive demodulation coding only to the radio communication with the mobile terminal present in a part of a predetermined area in the cell and an estimating means for estimating channel state information on the basis of the pilot signal from the mobile terminal. The determining means determines whether or not the adaptive demodulation coding is applied to the radio communication with the mobile terminal on the basis of the channel state information estimated by the estimating means. The determining means also determines the application of a transmission power control to the radio communication with a mobile terminal present in the cell area outside the predetermined area.
